DESIGN AND IMPLEMENTATION OF COMPUTER BASED RESOURCE ALLOCATION SYSTEM (A CASE STUDY OF IMT ENUGU)



ABSTRACT
Resource allocation system is a system that is designed to assist in the allocation of scarce resources so as to meet up with the demand of such items. This project, Computer Based Resource Allocation System is stepped in that direction. This is simply computer software that will assist in planning and allocation of resources in IMT. This software is designed using Visual Basic 6.0 and runs on windows platform.

ORGANIZATION OF WORK
CHAPTER ONE of this work gives the background introduction. In this chapter, an introductory of what computer resource allocation is all about is reviewed.
CHAPTER TWO gives more details of the work, Review of literature. This chapter reviews the relevant of literature.
CHAPTER THREE of this work describes the existing system. Description and analyses of existing system. Here the new system are described and analysed.
CHAPTER FOUR gives you the new system design. This chapter explains the new system design.
CHAPTER FIVE of this project work narrows the implementation. This chapter entails the final implementation process.
CHAPTER SIX of this project work focuses on documentation. This chapter focuses on description of the form and contents of the program.

CHAPTER ONE
1.0   INTRODUCTION
The computerization of human activities is one of the greatest achievements of this jet age, where almost every human activity needs to be handled by the computer for better efficiency. The actualization of this dream has influenced every profession, as virtually nothing is done conclusively today without the help of the computer. In fact, many organizations disengage most of their staff who are not computer compliant. In the accounting sector for instance, virtually no work may be conclusively be done without the need of computer at one stage or another.
The giant stride was made possible as a result of many technological breakthroughs in the field of electronics and software development. Permit me to say that most breakthroughs would not have been possible without software that empowers them. Hence no aspect of computing would be said to be complete without the software that powers it.
Therefore, every profession makes use of computer only does so by acquiring the necessary software that enables them to do most of those jobs. Meanwhile, many software are acquired as commercial products, others are customized to meet specific need of the said organizations. This project intends to address issues surrounding the design of a customized application that would be used to meet the need of Resource Allocation in an Academic Institution like IMT.

1.1   STATEMENT OF THE PROBLEM
Over the years, many activities have failed to be realized due to several reasons. One such reasons is because of poor planning strategies. The consequence of this usually results in failure to accomplish desired objects. It also makes organizations to end up in great loss as a result of improper allocation of resources to outlined tasks.
It is therefore in the light of this lag that this project was conceived to address the problem of resource allocation and of course planning.

1.2   AIMS AND OBJECTIVE
The following are the major aims and objectives of this project work:
  1. To implement a working model of the resource allocation software.
  2. Contribute to the development of student skills in writing technical reports.
  3. Show how it is possible to use a computer software to solve national socio-economic problems.

1.3   PURPOSE OF THE STUDY
The purpose of this project work is to design and implement a Computer Based Resource Allocation System for IMT.

1.4   SIGNIFICANT OF THE STUDY
This project is significant in many ways. These may include:
  1. Planning and Budgeting in IMT and other establishments.
  2. Equitable distribution of scarce resources for the development of the school and other governmental institutions.
  3. Employment opportunity.

1.5   SCOPE DEFINITION
The scope of this project limited to the following:
  1. Explore the power of visual basic in the development of software.
  2. Database and reporting in Visual Basic
  3. Windows Operating System
Planning activities will not be part of this implementation. Again, only allocation of students hostel will be treated in the implementation.
This project will however not run on other operating system other than Microsoft xp.

1.6   LIMITATION AND CONSTRAINT
The major constraint faced during the implementation of this work was finance. This is among other frustrations such as program failures during modular construction stages. Another constraints was the inaccessibility of information resources that was needed for this report.
One limitation of this work is that it may not be able to run well on windows 2000. This is due to the fact that some windows directory, which will be needed to store some files are not present with windows 2000.

1.7   ASSUMPTIONS OF THE STUDY
Few assumptions were made during this project development. One of them was that every user is able to operate computer at the basic level. It is also assumed that most of the required information are stored in the database.

1.8   DEFINITION OF TERMS
Resource: It is a reserve supply of something such as money, personnel or equipment.
Resource Allocation: The activity of deciding how a resource such as money, assets and personnel should be used in order to achieve a particular aim.
Top Down: Process of dividing complex task into small manageable sizes.
Computer: Is a machine with interconnection of related sub-system that works harmoniously together in accepting inputs, processing them and relinquishing the outputs as solution to man’s problem at a fantastic speed.
